The plan was prepared under the supervision of the Naval Facilities Engineering Command and Region One, Office of Civil Defense, as part of the National Community Shelter Planning Program. The plan was prepared by the Rhode Island Statewide Planning Program, working closely with the Rhode Island Council of Defense and your local Civil Defense Directors. This plan is based on making the best possible use of the fallout protection now available in the State.
